House approves bill on reviving ROTC

 The House of Representatives’ Committee on Basic Education and Culture on Wednesday approved a bill seeking to revive the mandatory Reserve Officers Training Corps (ROTC) training for senior high school students in public and private schools throughout the country. The still unnumbered substitute bill was approved in only the panel’s second hearing following a motion to approve from one of the bill’s authors, Batangas Rep. Raneo Abu. The motion was carried without any objection. The panel’s approval came more than two months after President Rodrigo Duterte urged Congress to expedite the restoration of ROTC for senior high school students to instill patriotism and love of country among the youth. The bill, which aims to “instill patriotism, love of country, moral and spiritual virtues, respect for human rights and adherence to the Constitution,” is being supported by the Department of Education (DepEd) and the Department of National Defense (DND). House oks in legalization of Medical Marijuana

The House of Representatives on Tuesday approved on third and final reading a bill that would legalize and regulate the use of medical cannabis (marijuana) and expand research into marijuana’s medicinal properties. The lower House gave its final nod to House Bill (HB) No. 6517 with 163 votes. Five lawmakers voted on the negative while three lawmakers abstained during nominal voting. HB 6517’s approval came just two session days after it was approved on second reading last Wednesday, January 23. The proposed law seeks to help patients suffering from debilitating diseases and mandates the Department of Health (DOH) and the Philippine Drug Enforcement Agency (PDEA) to regulate medical cannabis. The proposed law would allow availability of medical cannabis to qualified patients with IDs to be issued by DOH. President Rodrigo Duterte has ordered the military to “destroy” the Abu Sayyaf group following the deadly blasts at a Roman Catholic cathedral in Jolo, Sulu on Sunday which left 21 people dead. Carmel Cathedral and met with the relatives of the victims where he provided them financial assistance and vowed to give justice to their loved ones. DPWH completes diversion road project in Ormoc City

ORMOC CITY, Jan. 28 -- District Engineer Lino Francisco C. Gonzalez of the Department of Public Works and Highways (DPWH) - Leyte 4th District Engineering Office (DEO), spearheaded, in behalf of DPWH – Regional Office, the turn-over ceremony of the completed Ormoc diversion road on January 5, 2019. The road project, amounting to P547 million, was implemented by DPWH–Regional Office and was closely monitored by DPWH Leyte 4th DEO. It comprised of 11.145-km road with three bridges along Brgy. San Pablo going to Brgy. Bantigue, Ormoc City. The diversion road aims to provide an alternate route for travelers who traverse along Palo–Carigara–Ormoc road going to Ormoc–Baybay–So. NGCP boosts Leyte-Samar power corridor

ORMOC CITY, Jan. 21 -- NGCP delivers on its commitment to improve the transmission of electricity in the Eastern Visayas region before the year 2018 ends with the completion of Line 2 of the Ormoc-Babatngon 138-kiloVolt (kV) transmission line. Line 2 of Ormoc-Babatngon 138kV line was successfully energized in December, reinforcing power transmission delivery in the Leyte and Samar provinces. Before the second circuit was energized, the line was originally only a single circuit. Outages along the line, planned or unplanned, result in a loss of power for the all the Samar provinces, which rely heavily on power supply from other islands. With the energization of the second circuit, transmission services in the area will now become more reliable and prolonged power interruptions will be minimized or avoided altogether.  Besides the overhead transmission lines added, the Ormoc and Babatngon substations were also upgraded to serve the increased capacity of the line. MANILA—The low pressure area spotted off Mindanao on Saturday night strengthened into Tropical Depression Amang, the first storm to hit the Philippines this year, the state weather bureau said. PAGASA hoisted tropical cyclone warning Signal no. 1 over Agusan del Sur, Agusan del Norte, Surigao del Sur, Surigao del Norte, Dinagat Islands, and Camiguin. These areas could experience winds reaching 60 kilometers per hour in 36 hours, PAGASA said. MANILA - A low-pressure area (LPA) off Mindanao will dump rains in parts of Visayas and Mindanao this weekend, state weather bureau PAGASA said. The weather disturbance may enter the Philippine area of responsibility (PAR) Saturday evening, Jan. 19, senior weather specialist Chris Perez said. If it intensifies, it will be the first tropical cyclone to enter the country and will be named Amang. CEBU CITY, Philippines — This year’s first tropical depression may greet the Fiesta SeƱor, more popularly known as the Sinulog Festival,  the state weather bureau said. Netherlen Seletrero, weather specialist of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) in Mactan, said they are currently monitoring a low pressure area (LPA) outside the Philippine Area of Responsibility (PAR). Seletrero said there is a high chance that the LPA would develop into a tropical depression before it enters PAR in the eastern border of Mindanao on Friday afternoon.
